The French Civil Protection Agency (Securite Civile) received its first CL-415 on February 9, 1995. It was identifiable by the air stabilisers on its wingtips. The biggest difference compared to its propeller driven predecessor, the 215, was the two new turboprop engines. The Canadair's efficiency and speed were due to its ability to refuel on the nearest large body of water. Water could be taken on by aquaplaning at a speed of 110 kilometres per hour.
